the idea originated among Iraqis several months ago, and they approached the United States seeking assistance.

Great news. Our guys are good at cleaning up the bad guys, but have been having trouble with intelligence.
The Iraqis seem to have figured out how they could best help the US troops, and volunteered for duty.

I'd say this looks like they are not so afraid of Saddam any more, and do want to help the US finish the mission.
The odds for success in the short term (just a few years) get better all the time.
