If CA goes bankrupt, it will have a major negative impact on the US and the world economy

And that is why the US Congress will not let the place go belly up. The US Congress willl rescue California with a bailout. And in return, Congress will "oversee" every last line of every state budget. California will be baby-sat like.... the District of Columbia, for example.
