I still think the best comparison is the Public Library=File Sharing comparison that was raised during the Napster hearings. You cannot photocopy an entire book in the library and take it home.

You could photocopy a chapter though. One song is just a chapter of a CD. :)

(If I had a dollar for every time I had 60 cents, I would be in Canada.)

Who says. There are photocopiers there for the specific purpose of copying. How much is up to you.
Also Libraries offer Music CDs, Videos, DVDs, Games on CD, etc for check out.
Is this form of file-sharing acceptable because the government supplies it?

You cannot photocopy an entire book in the library and take it home. Sure you can. It's just more trouble than it's worth (it's easier to buy a copy of the book).

Ah but lets remember there were those who sought to have the photocopy machine, the VHS recorder, CD Recorder and DVD Recorder made illegal.
