Odd that the New York Times would devote so much space to this tragic story. Doesn't the Times believe that more federal regulation will solve everything?

How could an agency with such noble intentions as OSHA fail?

Doesn't the Times believe that more federal regulation will solve everything?

I'm guessing that they think even more regulation is necessary. Like maybe a federal inspector at every job site.
