BTW, did anyone see Gephardt on television today, babbling on incoherently about how he opposes a constitutional amendment but President Bush wants one and yadayadayada blahblahblahblah...? You wonder how he can look in the mirror after making such an ass of himself of coast-to-coast television.

Yes/no. The tax is structured so that you pay no more than the federal tax would be had you not paid the state tax. In other words, you pay the state tax, but it reduces your federal tax until a limit, then there is no longer a state tax.
