Perhaps the chatter itself is their act of terrorism. Perhaps they have been neutered and hope to inflict economic damage by simply creating the perception that an act is imminent.

This has crossed my mind as well. I'm sure they are aware of the increased costs of an Orange alert... but then again, I have never been one to think these terrorists are somehow "intelligent." Their attacks are primal at best. Their best skill seems to be patience and keeping it quiet. I will be very surprised if they can somehow commandeer a plane (or several) again. With the bolted cockpits, the sky marshalls, the increased security, and millions of angry americans in the planes, it simply can't happen again in that manner. SUre, there's plenty of other options for them to pursue, and lord knows our media gives them to them every other week it seems... but these animals are weakened and pathetic. I don't doubt they can inflict plenty of damage again... unfortuntately.

Unfortunately, chatter may not be all they are capable of. There are enough of them plotting and planning to make it almost inevitable that some of those plots and plans succeed.
