Funding is a problem, in part, because of the premiums associated with a blackmarket, no? Are you more troubled by crimes committed by those under the influence than by crimes committed absent drugs?

Do you favor the outlawing of other supposed/presumed reasons for destructiveness? Violence in movies or video games, for example?

I've read many, many reports where murder, arson, accidents, and other destructives actions have been committed to collect insurance payments. Must we outlaw insurance? Should the entire class be kept in from recess because one threw a spitball?
