I had this argument with a co-worker again the other day. Coincidently his first name is Osama (not kidding).

To me, it's obvious that the Anthrax and 9-11 are part of the same attack. No way it's coincidence. And It's equally obvious that the source of the Anthrax was most likely Saddam.

We had for 50 years a policy of responding to WMD attacks with a WMD attack in kind. We only have Nukes to retaliate with.

What would be our options if we announced Saddam hit us or supplied the anthrax to the folks who hit us? Nuke or not to Nuke.

If you Nuke Iraq you're a pariah to the world. If you don't you establish that your policy is BS and N.K., China, and any other tinhorn who can get his hands on the stuff knows they can try it an maybe get away with it.
