Perhaps the good Colonel remembers the joke that was going around in late 1979 wherein Ayatollah Khomeni was asked "What is blue, and glows in the dark?"
He probably heard the punch line modified to "Tripoli, five minutes after Bush finishes with Iraq." and got the point immediately.
