WASHINGTON -- Retired Gen. Wesley Clark will receive $3.7 million in taxpayer matching funds for his presidential primary campaign, a sum that surpasses veteran campaigners and increases the chances that the latecomer may still emerge as an alternative to the front-running Howard Dean.

When pat buchanan hijacked the Reform Party nomination he was carrying a $2 million debt from his previous campaign.
As the Reform Party candidate buchanan received over $12 million in matching funds. He was legally allowed to use that money to pay off his old campaign debt, even though he hadn't run as a Reform Party candidate before.
He then proceeded to employ just about every member of his family for his campaign, paying them from the Reform Party matching funds. When the election was over he still had some Reform Party matching funds left. He used that to hire a lawyer to challenge the voting results in Florida. The lawyer was his brother.
