The website Dean04Worldwide.com actively courts foreign nationals to get involved with the American electoral process by affording them information on how to contribute to MoveOn.org in order to support the Dean candidacy and for the purpose of defeating George W. Bush come November 2004. It goes on to state that “because” the Dean campaign cannot accept contributions from foreign nationals that the next best thing is to contribute to MoveOn.org. The instructions go on to tell them how to contribute. The “how” can only be ethically and perhaps legally questioned.
