Bush to Frame Migrant Policy (Congressman Gallegly: Any Amnesty Is "DOA" In Congress)

President Bush is preparing to outline significant changes in immigration law this week, including an expanded guest worker program and the opportunity — with restrictions — for millions of undocumented workers to get green cards, congressional and business sources said Monday.

The announcement, which could come as early as Wednesday, is expected to be more of a statement of goals and principles than a detailed legislative proposal; it is unclear how hard Bush will press for congressional approval before the November elections.

Republican opponents of liberalizing immigration law on Monday called Bush's plan an amnesty and predicted that it would face tough going in Congress.

"You might call it amnesty on the installment plan, you might call it amnesty after some sort of indentured servitude, but it's amnesty — and that is the worst type of public policy," said Rep. Thomas G. Tancredo (R-Colo.).

"If it's truly an amnesty program, it's dead on arrival," said Rep. Elton Gallegly (R-Simi Valley). "Even those of us who strongly support George W. Bush don't agree with him on every issue. I wasn't elected to be a rubber stamp."

Thank God for REAL conservatives like Cali's own Elton Gallegly! I wish more Members of Conress had the resolve and dedication to principle over party that he and Tom Tancredo exhibit.

That said, I bet Karl Rove is even now trying to find someone to challenge and defeat Elton in the '06 primary for daring to show such insolence to his president.

I'm very interested to see what is proposed by President Bush. It is long past time to deal with the massive illegal immigration into this country.

I'm very interested to see what is proposed by President Bush.

I understand your implication - don't get excited, nothings been proposed yet - but I for one believe its useful to respond vigorously to even the rumors of amnesty.

It sends the message to those in the bureaucratic echo chamber that we're watching and provides an indication of how such a proposal will be received by the unwashed, including the Bush faithful.

Yeah. That may be clever politics, but it has the practical effect of making amnesty even more imaginable. Its likely there is a significant segment of the GOP base who would have screamed bloody murder at any mention of amnesty four years ago that are now enclined to embrace the idea.

I expect my guy to win by doing the right thing, not by sleight of hand as we suspect he's doing.

Right. It's the same gambit he tried when signed campaign finance reform "knowing full well" parts of it were unconstitutional and would never be upeld by the Supreme Court.

BTW, have you heard even one peep out of him or Rove expressing dismay that the legislation was upheld?
