No, it's not amnisty at all. The difference is in the time frame. This is a temporary workers permit. It does not grant the right to apply for citizenship.

Go to Merriam-Webster Online and look up the definition of amnesty. You'll see that it has nothing to do with citizenship; rather it speaks about governmental pardon of a group of people.

How long are you going to continue promoting this falsehood?

This is not a government pardon. (BTW, past amnesties allowed people to apply for their citizenship) This is a temporary worker's program, good for only 3 years, you must be employed and stay employed or you return home. There are two "punishments" in there that have NEVER been in the amnesty program. Posting a fee, and the requirement to remain employed.
