Chirac got duped into not using his UN veto before a deal was made. On the other hand, Libya might have felt duped when they made that earlier agreement with Chirac, and Chirac reneged after the Lockerbie settlement was announced.

I'm curious what were the "side agreements" to the original deal Chirac mentioned...

My guess is that, whatever they were, Qadafi has forgotten them.

In any event, if I were working for Total/Fina/Elf, I wouldn't expect to be getting Libyan sand in my shoes any time soon. On the other hand, if I worked for Marathon...
