A plot is afoot in the central Vermont resort town to abandon Vermont and become part of New Hampshire.
Low-tax New Hampshire would never abuse the town through taxation the way Vermont does, said Killington Town Manager David Lewis.

I don't think so. The US Supreme Court would have direct jurisdiction, because it would involve a dispute between two states. The US Supreme Court would have to rule based on Article IV, Section 3 of the US Constitution that the town could not seced from Vermont unless the Congress and both the Vermont and New Hampshire legislatures approved it. I seriously doubt the state of Vermont would approve it.
Article IV.Section 3
New States may be admitted by the Congress into this Union; but no new States shall be formed or erected within the Jurisdiction of any other State; nor any State be formed by the Junction of two or more States, or parts of States, without the Consent of the Legislatures of the States concerned as well as of the Congress.
