I freepin' hope so! O'Neil might be an idiot, but at least he's confirmed that the Bush Administration was thinking ahead and trying to correct some of the wrongs of the previous eight years!

This is known as contingency planning. We would be remiss not to have such plans, but that is no indication of the likelihood that they would be put to use.

Paul O'Neill is a loose cannon, who was fired because he never knew when to keep his mouth shut. He may have been a good businessman, but he was way over his head as a cabinet secretary.
