There is a reason this has been issued. Presidential proclamations like this (which is essentiall an EO) are done for a specific purpose.
It could be "smoke and mirrors" but if it is it is not very effective, since there was no announcement of it as far as I know. It simply appeared.
I am inclined to think there is a specific reason for this, and am trying to understand what it might be.

How are we, as a nation, supposed to know if someone is a corrupt official from another country? I guess the CIA and other intelligence agencies will gather that information and provide it to the Secretary of State to make a determination - then it goes into a big homeland security database that is accessable from our embassies and immigration control points.
