My husband went to the Army War College. Lots of people attend it. CIA agents, military, FBI, and other civilian types. They are all required to write a paper. The Army War College didn't overly impress me while we were there but of course, that was during the Clinton administration and the college was full of politically correct types. It is also where Colonels and Lt. Cols go to die after their careers are dead. So, I am not surprised that they published this junk. The headline does not fit the body of the article.
