It may be more through stupidity than treasonous intent, but that does not make it any better.

Actually he did say it and then had to come back later and say he meant Saddam.

"'I did not believe then that al-Qaeda was involved in 9/11,'" Al Jazeera quoted Clark as saying. "'I do not believe it now.'"That is exactly what I heard as well. I stuck it out since it was "The Grapevine." He left the podium, someone must have wispered in his ear, and he returned and corrected the comment. Clark stated he mis-stated. I suspect wars have been started from less.

He'd better approach such questions carefully since it can now be shown that his claims are giving aid and comfort to the enemy. That's treason and it was prosecuted as such in WWII.
