She is an idiot.
She is referring to something she likely heard from some friends at a party.
Nationalistic is the words she is looking for, the implication being that we are becoming overly nationalistic (ie. Germany circa 1935).
It is a wildly liberal intellectual theory bandied about every time a little Patriotic jigglism pops up in the media or along main street USA or when a Republican is in the White House.

"over-patriotic".....hmmmm. I just don't think that's possible. You know, ten bucks says she thinks Palestinian suicide bombers slaughtering children to "free Palestine from the Zionist occupation" isn't "over patriotic" at all.
