for once, we agree ... look at the targets ... I think there's a clue there ... or it's made to look like a clue ... that may be hard to prove ...

Any simpleton can see that the purpose of the anthrax letters was never to try to kill as many people as possible. They're a rather clear and straightforward warning: we have deadly anthrax, and if you come after us, we will use it and kill many, many more of you. The second "wave" of mailings was a rather obvious and desperate last-ditch effort to stave off our attack in Afghanistan which everyone who was paying attention knew was going to come at just about any moment.
