Michael Crichton most certainly is a scientist. He graduated from Harvard Medical School.

And Tom Clancy certainly isn't a member of the government- but he writes fiction that is pretty damn close to fact, and has in some instances, become fact.

Perhaps you might read the book Jurassic Park- it is much better than the movie.
