It would become a policy upon passage by Congress, receipt of a presidential signature, and implementation of enabling regulations by the executive branch department or departments having jurisdiction over the matter.
Just in case you don't know the difference, synonyms for "proposal" are "suggestion" and "request." Synonyms for "policy" are "rule" and "procedure."
