If an illegal makes $30-50K per year tax free, they have NO REASON TO apply for a blue card. What makes you think that someone in their right mind would? You're smoking the pipe dream. That's my point. How is offering illegals something they're not going to take anyway a problem?

Yeah, let's create ANOTHER HUGE, INEPT, gov't agency (taxpayer funded) just in the *event* that some illegals & their illegal employers *wish* to sign up.
