It's not extortion. If a person wants to exert control over the actions of another tenent, he has to own the unit. I'm looking out my window at 2 ugly trucks parked at my neighbor's house. If I want to make sure that I don't have to look at those trucks I can buy their house, close the blinds, or move. That's not extortion. It's a free market solution.
