Actually, the increase in attacks confirms it. If the attacks are meant to discourage the Iraqis, and the Iraqis aren't discouraged .. what better thing to do than to keep attacking the Iraqis.

The insurgents figured that after they killed a few Iraqi policemen, the Iraqi people would turn on the USA. It didn't happen. That's why the attacks continue to happen.
