Yes, actually I've heard about all the amendments so far. If you were to challenge the power of Congress to fund the arts and were to remind the court of the Tenth Amendment, the court would tell you that the Tenth Amendment only applies to "[t]he powers not delegated to the United States by the Constitution."
Like I said, the courts just aren't activist enough to restrain the Congress unless the Congress violates some specific constitutional limitation. The Lopez and Morrison cases just don't seem to have enough thrust to really go anywhere significant.
The key to reducing the size of the federal government is the election of representatives who are motivated to do that.
