I think there's a "stack-of-stuff" outline that he uses. But it's pretty clear from the breaks and the backtracks that it's off-the-cuff. I think he mulls these ideas and maybe bounces them off of high level in-the-knowites, but when it comes down to delivery, I think he's just flinging from the hip. For example:
... I have nothing against grassroots. I think grassroots is where it all happens, don't misunderstand. I understand the necessary evils of voter registration. Not "evils," but the necessity of voter registration and getting as deep in the grassroots as you can to get interest and so forth, and I'm all for it....
That's not a script. You can't deliver that from a script without being a better actor than most of the top hackers in Hollyweird.
