This means that it is Bush's duty to issue an Executive Order, directing the Secretary of State to de-certify the Sixteenth Amendment. This is a Republican platform that would carry Fifty States, solve the problem of runaway federal spending, and put an end to thousands of unconstitutional spending programs.
