February 6, 2004 -- YESTERDAY, CIA Director George Tenet defended his agency's pre-war anal ysis on Iraq. He told the truth on every count he addressed, from weapons of mass destruction to the infernal difficulty of intelligence work.
The problem lies in what he failed to say.

I'm going to nitpick a bit with Peters on what Tenet said. Although Tenet did say that in the 90's, HUMINT had been decimated and that in the past 5 years, it had been bolstered dramatically (my words), he also said in would take another 5-6 years to improve it back to pre-1990 levels.
A problem that will take 5-6 years to solve, IMO, is not a situation in "adequate health", as Peters wrote.
I remember Tenet's comments in this area well, because Rush chose to play the comments about the dire straits of HUMINT in the 90's and then Rush rhetorically asked how much play those comments would receive in the mainstream media.
