"Why pardon frauds just because they are going to die?"
This was my question too, I was wondering if it might have something to do with some death benefit, or something, and how that would affect the man's widow.

If there is some death benefit from this action, the benefit should go to the victims of the bank fraud. This type of compassion cheapens justice.
