Mexico's problem is a lack of a middle class?
OK, then following the logic of the protectionists, go ahead and explain to us how Mexico's error was unfettered capitalism and insufficient protectionism.

The 10% at the top are exceedingly wealthy --- Mexico has as many billionaires as does Great Britain and Germany --- but it's a very unstable country due to no middle class ---- they do not promote a middle class. They've enjoyed a large peasant class and abundant cheap labor to exploit --- more servants per family than you can imagine --- but now their servant class has seriously outnumbered their elite class --- that's a Revolution waiting to happen.
