So, I hearing you saying that a candidate who drops out cannot pledge his delegates to another candidate.

For example, when Clark endorsed Kerry that does not mean the Clark's delegates now MUST vote for Kerry, but instead, they are already free to roam.

I think the way around it is to not place Clark's name into nomination.
