Of course, I suppose there are some added difficulties if you can decide things like this are "local issues." After all, if it's "local," then if you can gather enough like-minded pedophiles in one spot, I guess you can pretty much make any- and everything a "local issue," including lowering the age of consent to 8 years old.
Age of consent laws are, in fact, set locally (well, on the state level), and vary widely throughout the U.S. No state has an age of 8, but there is a big range (I think from 14-18).
