I am reading through the transcript on the page now. Yes, he said that. He also said this:

We listened while, month after month, we were told the back of the enemy was about to break. and we feel, because of what threatens this country, not the reds, but the crimes which we are committing that threaten it, that we have to speak out.

He really sees no threat from Communism. All these poor Viet Cong want is to work in their rice paddies, he says, free from helicopter strafing. But whose rice paddies were the poor Cambodians'?

So ignorantly and arrogantly speaking, and as he spoke, giving the enemy even more reason to push a little harder! It makes you angry.

Also, someone posted an article today (Mon.) from the NY Post (don't know how reliable a source that is, but seems ok on this) that quotes Kerry:

But according to Kerry, these American war criminals weren't the truly responsible parties. Kerry made a speech in April 1971 in front of the New York Stock Exchange in which he referred to William Calley, who was responsible for one of the few documented American atrocities committed during the Vietnam war.

"Guilty as Lt. Calley might have been of the actual act of murder," Kerry said, "the verdict does not single out the real criminal. Those of us who have served in Vietnam know that the real guilty party is the United States of America."


If he really said this, it's pretty clear. Kerry identifies the enemy as the U.S.
