There are two paths to constitutional amendment, only one of them involves a convention. The proposal endorsed today DOES NOT involve a convention.

The proposal endorsed today DOES NOT involve a convention. If you're talking about Bush's proposal today, that doesn't matter at all.
It's up to the Congress to decide whether state legislatures vote on the amendment, if there is one, or if each state has a Constitutional convention.
Bush doesn't have a thing to do with it.
