It sounds like politics at work here. Bush announces his support knowing that the Congress won't pass it. This allows him to appeal to Conservatives while knowing that the bill doesn't stand a chance of passing.

The last time this approach was tried was for campaign finance reform.

I think this was the same approach to the 'amnesty'. It was known it would not pass, but Bush got to take an issue off the table for the election.
