The AIDS epidemic must be spread. It cannot be allowed to die out or a huge political movement will collapse. So far the CDC's predictions of a breakout into the heterosexual community have been shown to be false. Thus, steps such as this have to be resorted to along with other means of deliberate infection.

This does not surprise those closely watching the homo movement and is, in fact, totally predictable.
