Yes, I said that earlier. If you're inside looking out, the union is on the correct side.
But I think when you put it in a window, like a curtain, you're supposed to worry about how it looks from outside. Someone here knows, I am sure.

However, just as an observation, you don't usually hang a flag in the window for the people inside to observe. Usually, for inside displays, it's against a wall. Therefore, I'm willing to bet the flag is intended to be viewed by the passing public.
