Perhaps. But it would take away congress' #1 social engineering (Ghod I hate that term) tool, punishing "bad" behavior with taxes, and rewarding "good" behavior with deductions, and "really good" behavior with credits.
Taxes would merely be a means of raising revenue, not muscling everyone around.
How would the cliton administration bought silence without the threat of punitive audits???
