Unfortunately, I suspect this person is a civilian employee. If that is the case I expect they will get away with it.

Ah, too bad we don't have some pictures so we could make up a rogues gallery of some of the individuals. I am not computer savy enough to do it.

By the way, I would betcha' a dollar to a donut that some of those groups are just one or two people "groups".
