I thought Kerry said that the war against terrorism should be a police action...not a war.

But... I thought the threat from terrorism has been over-exaggerated? Not to mention that, just a few short weeks ago, Kerry denied there even WAS a war on terror. He said it was merely a law enforcement and intelligence mission.
