we used to go to a downtown restaurant that was very upscale & classy. The chefs cooked in an open grill area in the front of the restaurant; and there was a cigar bar upstairs.
The Gallery Bistro, on Walnut, is an upscale place. But I think you're remembering Bijan's, another great restaurant with the upstairs cigar bar.
