I don't go to the downtown restaurants much and I don't know of about the one you are talking about. If it is still open it won't have the cigar bar anymore thanks to our City Council which decided to ban smoking in public restaurants. Sorry I wasn't able to be of more help, hopefully some other Springfieldan will visit this thread and be able to answer your question.

If it is still open it won't have the cigar bar anymore thanks to our City Council which decided to ban smoking in public restaurants.City Council's flip and flop on this issue will likely end up before voters in November, as a ban-all-smoking-in-restaurants issue. Restaurants that hit a certain dollar amount in liquor sold are able to gain exemptions to the current, confusing smoking ban.
