The National Guard was assisting the Border Patrol on the borders prior to 9/11. Yes, in small groups and they were ineffective. I know several BP agents that had the displeasure of being assigned to work with the Guard.
When Bush put the Guard on border, after 9/11, they were all assigned to the ports of entry, not to the BP and they had nothing to do with the decrease in apprehensions.

There were articles that were posted here that quoted agents that liked working with the Guard and were sorry to see them leave.
Bush's re-assignment of the Guard was done behind the public's back. Even the illegals thought that Bush would provide an increase in Border security after 9/11, not a decrease. That had a lot to do with the decrease in apprehensions.
Bush fooled everybody, initially.
