He's in a pickle, as he either has to say that the Clinton policy was not as he described in the backgrounder, or he needs to say that GW et al did not "vigorously pursue" the existing policy, which then argues against what he himself and others have stated in the past.

He'll probably claim that he was forced to lie in this press conference.
