Uh and just why would a clock show a time thirty years earlier? Under this logic, I could go in there and come back a baby. I don't think it's time travel, but it still sounds good.

Why would a weather balloon have such a chronometer on it? Also, if the chronometer went back thirty years, wouldn't the whole gizmo disappear if it weren't at least 30 years old?

I think a far simpler explanation is the aliens inside the vortex manually turned back the chronometer.

Let me assure you, sir, that this a very serious matter. Fortunately, I think the rift can be fixed by reversing the polarity of the neutron flow in my TARDIS's time column in order to create a time cone inverter. Child's play, really.

This article became one of the founding planks in Time Travelology in the late 2500's. Many of us come back to this era as a sort of graduation ritual, to witness the start of our profession.

Then we go back to 218 BC and watch Hannibal charge over the Alps, that's always cool.

We just always have to swear to The Time League that we won't let anyone know we're here.
