I think he's right about counterterrorism not being enough.
But I take issue with the idea that Iraq has been a failure. It has only been a failure in the media, because they hate Bush and there is no way they want to report anything positive about anything he does.
Furthermore, the author ignores what I think was the more important reason for the Spanish vote: the immediate and tireless work of the Socialists and the leftwing "peace" groups, who saw their opportunity and ran with it. If there had not been riots outside of the street in front of conservative party offices on the night before the election, I think things might have been different.
These riots were coordinated by mass-distribution cell phone messages which in some cases have been traced back to Socialist party operatives; the "spontaneous" protesters had identical, professionally lettered signs, etc.
To me, the message of Spain is that the terrorists can win - if they have inside support. They had it in Spain, and they have it here, too.

At the same time, the ensuing Socialist victory highlighted the most serious problem facing the Bush doctrine today continuing fall-out from the half-hearted, inexplicably sloppy way the Administration handled Americas post-war occupation of Iraq. Lost me here.
