Father and son terrorist team implicate PA

The recent arrests by the Shin Bet and IDF forces of a father and son, both Fatah Tanzim members from Nablus, revealed that they received instructions and funds from senior members of the Palestinian Authority and were also in contact with Hizbullah operatives in Lebanon who sent funds to support ongoing terrorist activities against Israelis.

Due to the sharp increase in attempts by terror cells in Nablus to launch suicide bomb attacks in Israel and evaluations by security officials that such activities will escalate anytime from now up until and during Pesah, security forces have imposed a tight blockade around Nablus.

"A security assessment conducted today reveals that such attacks are imminent, and therefore it was decided to deploy a tight security presence around the city to thwart such attempts," a security official told the Jerusalem Post.

Ra'ad Mantsur, 38, a Palestinian Police officer and Fatah Tanzim commander of the Tanzim's "Black forces" squads was arrested together with his son Diya'a on February 12 this year.

Mantsur a resident of Kalil near Nablus and the father of 12 children from three different women, served in the Palestinian Police force and at the same time orchestrated, planned, funded and dispatched terrorists to perpetrate attacks. Mantsur admitted to receiving funds and instructions from the Abed Al Fatah Hameil a former PA Minister and financial adviser to Yasser Arafat, from Fatah secretary general in the West Bank Hussein Al Sheikh and from Hussam Shahin who, prior to being arrested by Israeli security forces, was appointed by Arafat's national security adviser Jibril Rajoub to act as a mediator and transfer funds to terrorist cells.

Mantsur told investigators that Hameil issued instructions and transferred sums of money used to purchase weapons and fund the terror cells activities. Later, Shahin took over from him.

Mantsur's brother Majid established the Tanzim "Black forces" five months after the outbreak of Palestinian violence in September 2000, He was later killed by IDF forces in April 2002 in Nablus.

After his brother's death Mantsur became the commander, and a monthly bank transaction of NIS 3000 sent from Al Sheikh was paid to his personal account.

Al Sheikh also asked him to launch terror attacks everywhere possible, and Mantsur constantly updated him on the planned activities.

Mantsur first met Hameil in 2002 when he served as a PA Minister and, in a meeting attended by others, they decided to establish a number of Fatah Tanzim cells in the Nablus area that would act independently from those already operating inside the city.

Mantsur served as an official PA Minister up until January this year.

Shortly after the meeting, a "Black forces" team was set up in Kalil and another in the Balata refugee camp. Hameil instructed Mantsur to launch attacks against Israelis in Judea and Samaria and to refrain from perpetrating attacks inside Israel.

Hameil paid the new cell members $5000 each and later transferred $3000 a month to fund terrorist activities. Mantsur was also paid by Hameil a monthly salary of NIS 7500.

Mantsur revealed that Hameil asked him to compile a list of Tanzim Al Aksa Brigade members declared fugitives by Israel that lived in the Samaria area. Mantsur said that activitists from other areas in the West Bank began turning to him for financial assistance after hearing about the sums of money paid by Hameil to the cells. With some of the funds he received, Mantsur admitted to purchasing a Kalashnikov rifle that was used by cell members to perpetrate shooting attacks against IDF forces operating in the Nablus area.

From details garnered from Mantsur , investigators learned that the Black Forces cells were responsible for numerous shooting attacks near Har Bracha and Beit Iba in the Nablus area, as well as the suicide bomb attack at the mall in Kfar Saba on November 2002, in which two Israelis were killed and over forty wounded.

Mantsur said he received a message from Shahin sent by Rajoub vowing to continue transferring funds to the cells as long as they did not receive money from groups abroad.

Mantsur and his son Diya'a contacted Hizbullah operatives last October. The operatives, through Diya'a who acted as an emissary, informed Mantsur that they would transfer funds and weapons to him. Diya'a planned to send his fiancee Sina'a Al Aswad to perpetrate a suicide bomb attack, and Hizbullah operatives promised to supply the explosives belt.

In April 2002, information gleaned from terrorists who were arrested and documents confiscated during Operation Defense Shield indicated that then PA West Bank General Intelligence chief Tawfik Tirawi assisted in recruiting, arming and dispatching terrorists to perpetrate attacks in Israel. At the time Israel handed over lists of names of potential suicide bombers to Tirawi, demanding that the PA arrest them; instead he warned them to evade arrest.

Abed al Karim Awiss, a senior Fatah member arrested by security forces in the Jenin refugee camp, admitted to investigators that Tirawi gave him the names of 10 potential suicide bombers that Israel had asked to arrest.

Documents seized in the camp by the IDF showed clear-cut cooperation between the PA and Fatah in planning and perpetrating attacks against Israelis as well as supplying weapons to the Islamic Jihad and Hamas.

And yet the PA continues to receive funding from much of the free world, including the US and EU.

Yasser Arafat heads the Palestinian Authority and during the Clinton admin years he was awarded the "Nobel Peace Prize". In todays world it seems that black is white and up is down, there is no truth.

The Palestinian Police

The Council shall establish a strong police force. The duties, functions, structure, deployment and composition of the Palestinian Police, together with provisions regarding its equipment and operation, as well as rules of conduct, are set out in Annex I.

The Palestinian police force established under the Gaza-Jericho Agreement will be fully integrated into the Palestinian Police and will be subject to the provisions of this Agreement.

Except for the Palestinian Police and the Israeli military forces, no other armed forces shall be established or operate in the West Bank and the Gaza Strip.

Except for the arms, ammunition and equipment of the Palestinian Police described in Annex I, and those of the Israeli military forces, no organization, group or individual in the West Bank and the Gaza Strip shall manufacture, sell, acquire, possess, import or otherwise introduce into the West Bank or the Gaza Strip any firearms, ammunition, weapons, explosives, gunpowder or any related equipment, unless otherwise provided for in Annex I.

Last Speech of Yithak Rabin NOVEMBER 4, 1995...

Israeli Prime Minister Yitshak Rabin was assassinated by right-wing religious settler fanatic Yigal Amir at a giant peace rally on the evening of November 4, 1995. The rally had been called to protest violence that had been rising on both sides, and to reaffirm the commitment of the government and the Israeli people to peace. Amir assassinated Rabin in order to prevent the continuation of the peace process, as he said.

The assassination was preceded both by Palestinian violence in the territories, despite pledges by the PLO to renounce violence and terrorism, and by constant agitation by Israeli right-wing settlers and religious fanatics. Rabbis in the West bank gave sermons in which they proclaimed that Rabin was a traitor and a persecutor of the Jewish people, worthy of death.

Looking back..., even under these outrageous conditions (Palestinian violence, and terrorism), the 1995 Oslo Accords were allowed to be implemented!!!

Interesting, this indicates that the stories that the power play between HAMAS Syria and HAMAS Israel may be true. Indications are that the Local HAMAS wing are trying to splinter off from their controllers in Syria and make their own little terror kingdom.

Diya'a planned to send his fiancee Sina'a Al Aswad to perpetrate a suicide bomb attack, and Hizbullah operatives promised to supply the explosives belt.

Wow, that will be a short honeymoon. Let us hope the girl wises up in time. Talk about used and abused.

This article serves as another example why fears of Hamas overtaking the PA are groundless, because both do the same thing. It won't matter who is in power.
