We certainly ought to be thankful that just happenstance caused the air traffic to be shut down during the attack or we might have seen more horror. Actually according to released records it was the transportation secretary Mineta who grounded all planes. Bush gets credit for appointing people capable of reacting positively in a crisis. He is a strong leader with a very capable team.
